Dr David Russell

Chief Executive

Dr David Russell is Chief Executive of the Northern Ireland Human Rights Commission. His experience includes leading its staff team and working with the board of Commissioners to fulfil the wide-ranging duties and powers of a National Human Rights Institution.

David oversees a duty to advise the Government of the United Kingdom (UK) and devolved Northern Ireland Assembly on matters of legislation and policy affecting the protection and promotion of human rights in the jurisdiction. He is also knowledgeable in the United Nations and Council of Europe treaty systems having led parallel reporting exercises for over a decade, engaging with state representatives, expert committees and the UN Human Rights Council. Following the 2016 UK referendum to leave the European Union David worked with the UK government to agree provisions of the EU (Withdrawal Agreement) Act 2020 which mandated the Northern Ireland Human Rights Commission with additional duties and powers to monitor, supervise, advise, enforce, and report on UK human rights commitments.

David has significant experience managing complex research projects and exercising investigatory powers on a diversity of social policy issues such as emergency healthcare, racist hate crimes, relationship and sexuality education in schools, the rights of nursing care home residents, the housing rights of Travellers and addressing the legacy of the Northern Ireland conflict. He was staff lead with responsibility in 2008 for drafting advice to the Secretary of State on a proposed Bill of Rights for Northern Ireland, as first envisaged in the Belfast (Good Friday) Agreement 1998. He was similarly engaged in the 2011 work of the Joint Committee of the National Human Rights Institutions on the island of Ireland to produce advice on a proposed Charter of Rights to the governments of the UK and Ireland.

Between 2015-18 David was responsible for the Commonwealth Forum of Human Rights Institutions as lead Chief Executive. He has also worked on numerous capacity building assignments, delivered in partnerships with the UK Government and a number of inter-governmental institutions. These have focused on the professional development of human rights practitioners and the protection of human rights in small states, including the UK Overseas Territories. He has particular expertise assisting National Human Rights Institutions and Ombudsman throughout the world on their UN accreditation and operations, including during the current period 2025-28 when the Northern Ireland Human Rights Commission holds the position of Vice-Chair in the Global Alliance of National Human Rights Institutions, representing NHRIs from 119 UN member states.

David is currently an appointed member of the Commission for Equality and Human Rights of St Helena. The Commission is a NHRI for the UK Overseas Territory established under Ordinance in 2015. It is responsible for protecting and promoting human rights on the island, with duties and enabling powers that include: investigating complaints; undertaking research; enforcement through court interventions; treaty monitoring; education and awareness raising.

David previously served as a Non-executive Director at the Northern Ireland Community Relations Council. He has held a number of academic associations, including visiting research fellow at Queen’s University Belfast and Research Associate at the University of Oxford. His PhD is from the University of York and he was awarded MA and BA Honours degrees from Queen’s University Belfast.
