We want as many people as possible to be able to use this website.
This means you should be able to:
- change colours, contrast levels and fonts
- zoom in up to 400% without the text spilling off the screen
- navigate most of the pages using just a keyboard
- navigate most of the website using speech recognition software
- listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)
We have also made the website text as clear as possible to understand. However, we welcome any feedback on areas you think are unclear. Contact us by email: info@nihrc.org

ReachDeck - Accessibility Tool
The Northern Ireland Human Rights Commission website includes BrowseAloud accessibility software. BrowseAloud adds speech, reading and translation support tools to online content. It works on all major browsers and platforms, including mobile phones and tablets. All features are accessed from an easy-to-use floating toolbar located at the top right menu on all web pages.
How accessible this website is
Every effort has been made to make this website accessible as possible.
We know some parts of this website are not fully accessible:
- most older PDF documents are not fully accessible to screen reader software
- live video streams do not have captions
- some of our pages contain content from systems provided by an external supplier, including our cookie consent management platform, CookieFirst. The ‘We use cookies’ heading within the cookie banner can't be marked as a heading.
Accessibility standards
The site’s layout is fully compatible with popular screen reading software. In technical language, all pages on this site should be valid to HyperText Mark-up Language (HTML 5) 1.0 and use Cascading Style Sheets (CSS).
This website conforms to the UK government guidelines for websites.
It also follows the Worldwide Web Consortium’s (W3C) Web Content Accessibility Guidelines 2.1 and strives to meet level AA checkpoints.

Enforcement procedure
The Northern Ireland Human Rights Commission is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’).

Technical information about this website’s accessibility
The Northern Ireland Human Rights Commission is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.
This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard.
Non-accessible content
The content listed below is non-accessible for the following reasons.
- some documents are in PDF or Word format and are not fully accessible
- some videos do not have captions or audio descriptions
- the NIHRC website contains some content that is externally embedded or integrated, such as YouTube media player and cookie consent management platform, CookieFirst.
Content that’s not within the scope of the accessibility regulations
PDFs and other documents
The accessibility regulations do not require us to fix PDFs or other documents published before 23 September 2018 if they’re not essential to providing our services.
Any new PDFs or Word documents we publish will meet accessibility standards.
This website links to documents and files in a number of formats. You may need special software to read some of these files.
The links below enable you to download free software to allow you to open different types of files.

Live video
We do not plan to add captions to live video streams because live video is exempt from meeting the accessibility regulations.
Third Party Content/Platforms
The NIHRC website contains some content that is externally embedded or integrated, such as YouTube media player and cookie consent management platform, CookieFirst. This is third-party content that is neither funded nor developed by, nor under the control of, the public sector body.
Within CookieFirst, the ‘We use cookies’ heading in cookie banner cannot be marked as a heading.
Where resource allows, we do our best to make this content as accessible as possible (for example, by making sure any video we upload to YouTube has appropriate subtitled, captions and audio description). However, we do not have influence over the accessibility of the platform itself (for example, the YouTube video player functionality). We will continue to investigate alternative media players.
How we tested this website
A high standard of quality control was conducted to ensure usability, accessibility and functionality of the new NIHRC website.
We adhere to industry guidelines for accessibility which include text equivalents for multimedia, captions, non-colour availability, appropriate colour contrasts and frequency regulations. Both a mix of manual checking by expert developers and automated software to fully scan the website for accessibility problems was used.
What we’re doing to improve accessibility
Maintaining an accessible site is an ongoing process and we are continually working to offer a user friendly experience and upload content and publish documents in line with Web Content Accessibility Guidelines version 2.1
