The Commission’s duties and powers fall into four categories: (a) reviewing (b) advising
(c) promoting and (d) litigating. We have the specific duty to advise the Secretary of
State of legislative and other measures which ought to be taken to protect human rights in
Northern Ireland (section 69(3) of the Northern Ireland Act 1998).

Policing and criminal justice have been identified as key areas of work in the
Commission’s Strategic Plan 2000-2002. The NIHRC may supplement the current
briefing paper from time to time with additional papers containing specific recommended
amendments to the Bill.
