The Northern Ireland Human Rights Commission has the function, amongst others, of keeping under review law and practice relating to the protection of human rights in Northern Ireland. The focus of our response to the consultation paper is therefore in relation to Northern Ireland, but the points have a more general applicability because, in our view, they are based on international human rights principles which the UK as a whole has vowed to uphold.
