Commission for Children in NI

The Northern Ireland Human Rights Commission appreciates this opportunity to respond to
the proposals for a Commissioner for Children in Northern Ireland. We welcome the
commitment from the Office of First Minister and Deputy First Minister to give the
Commissioner “a full range of functions and powers set down in legislation; a team with the
necessary skills and expertise; and the necessary financial resources.” We believe that if the
proposals contained in the consultation paper are enacted in legislation, together with some
additions and refinements suggested below, then the Northern Ireland Commissioner for
Children would be recognised as a model of best practice in the protection of children’s rights.
