Minimum terms in mandatory life sentences cases

The Commission welcomes this opportunity to comment on the Northern Ireland Office consultation paper on Minimum Terms in Mandatory Life Sentence Cases. The Commission’s main concerns are the proposal to introduce whole-life tariffs, the proposed 12-year starting point for juvenile offenders and the proposed 30-year starting point for a murder that is racially or religiously aggravated or aggravated by sexual orientation.
