While the Commission is pleased to be able to respond to this, we are disappointed at not being consulted at
an earlier stage of the discussions on the proposals. As you are aware, the
Commission has a statutory duty to advise Government on the human rights aspects
of law, policy and practice and has taken a particular interest in youth justice.
In general, the Commission is still concerned that the Government’s decision to build
a single centre of this size goes against accepted international human rights principles
(in particular the Beijing Rules) and recognised best practice. These advocate against
building large institutions for the detention of children, who have a wide range of
behaviours and needs.
