Former Judge of the European Court of Human Rights Sir Tim Eicke KCMG KC provides keynote address at NIHRC's Annual Lecture

The Northern Ireland Human Rights Commission, in partnership with the Bar Council of Northern Ireland, was pleased to host its Annual Human Rights Lecture featuring Sir Tim Eicke KCMG KC, former Judge of the European Court of Human Rights.

Sir Tim delivered a timely and insightful keynote address titled “The ECHR in a Changing World: Facts, Myths and the UK Context.”

Chief Commissioner Alyson Kilpatrick was delighted to host a distinguished panel featuring contributions from The Right Honourable Dame Siobhan Keegan, Lady Chief Justice, Denise Kiley KC, Vice-Chair of The Bar of Northern Ireland, and Sir Tim Eicke KCMG KC.

About the Annual Human Rights Lecture 

The event took place on 26 February at the Bar Library in the Royal Courts of Justice. 

Each year, in partnership with the Bar of Northern Ireland, the Northern Ireland Human Rights Commission run an annual lecture on human rights issues in the UK with a keynote address from an esteemed speaker which have included Lady Brenda Hale DBE; UN Deputy High Commissioner for Human Rights Kate Gilmore; UN Refugee Agency’s Assistant High Commissioner for Protection, Gillian TriggsJoshua Rozenberg QC (hon)Philippe Sands QC; and the Commissioner for Human Rights at the Council of Europe, Dr Michael O’Flaherty in recent years. 


About Sir Tim Eicke KCMG KC, former Judge of the European Court of Human Rights in respect of the United Kingdom 

Sir Tim Eicke completed a nine-year term as judge at the European Court of Human Rights elected in respect of the United Kingdom. Before he became a judge at the Court, Tim was considered one of the leading advocates at the Bar of England and Wales, focussing on international and domestic disputes involving public international, European Union, International Human Rights and Public and Constitutional Law. He was knighted in the 2026 New Year’s Honours List for “services to the protection of Human Rights in Europe”. 

In practice, Tim combines his advocacy with a broad advisory practice, advising the UK and foreign governments, international organisation, government departments, companies and individuals. Tim has particular expertise in cases involving the conflict between and/or the inter-relationship and interaction between different legal systems and jurisdictions, as exemplified by his work on economic sanctions and immunities in the context of domestic, UN, EU, and ECHR obligations.
