Proposed protection of children and vulnerable adults bill

The Northern Ireland Human Rights Commission is an independent, statutory body
provided for in the Belfast (Good Friday) Agreement and established by the Northern
Ireland Act 1998. The work undertaken by the Commission since its establishment in
March 1999 has demonstrated its concern for the protection and vindication of the
right s of the most vulnerable members of society. The Commission will shortly be
publishing the findings of its investigation into the Juvenile Justice System in
Northern Ireland. It has already published a research report on the rights of older
persons and has commissioned research into the rights of people with a mental illness.
The Commission’s draft Bill of Rights contains comprehensive proposals for the
enhanced protection of the rights of children in Northern Ireland.
