White paper legislation against terrorism

The Northern Ireland Human Rights Commission recommends a three- level approach to legislation against “terrorism”. At each level we recommend that the proposed legislation should be enacted only if the Government can demonstrate to Parliament, through statistical and other evidence, (a) that existing provisions of the criminal law are ineffective in preventing and/or (as the case may be) investigating “terrorist” activity, and (b) that the proposed legislation will be effective in preventing and/or investigating “terrorist” activity.
